Health Savings Accounts (HSA)

I am not sure if some one has already answered this, i tried finding it but successful so far.
If i return to India can i use my HSA account money over there. Since i am not US citizen so i will not file USA tax after i return to India (might have to file it for couple of years) so then how do i use my HSA account efficiently there.
I have almost 12K in HSA account, Can i rollover some of it in IRA.

From what I know, HSA cannot be rolled over to an IRA. I just ended up withdrawing it after my R2I and will pay the 10% early withdrawal penalty.
