Can a LCL consignee request to be present at the time of destuffing from the container and if so, can the port deny my request?

For FCL shipment, I am aware that the consignee can be present in person near the container when it is opened in port fos customs. My question is , can a consignee who put LCL shipment be present in person at the time of opening the container for customs or the India port rules differ in this? Thank ...
