I had the "being swindled" feeling, which prompted my post. Though one does not have to experience anything close to what happens in India, unscrupulous behavior is on the rise here as well. Cause of concern for the future.

Giving out limited qty of sauce packets is a better way to control food costs/wastage. Here in the US they let you grab as many as they want, and also throw away as many as you want.
