If you can rent an apartment in and around Sarjapur-Outer Ring road, I would prefer so. There are plenty of them , in fact. Though the traffic time is only about 30-40 min, its not guaranteed everyday.

Almost all the co-operative banks offer much higher interest rates. TNSC Bank, for eg, offers 9.5% (10.5 for seniors) as of last week. Only problem is they are not computerised yet. So need to visit the bank and sign the documents.
