Dilemma: R2I with One spouse USC and other GC OR both spouses USC?

Dilemma: R2I with One spouse USC and other GC OR both spouses USC?
Bobus,
I applied for USC end of last week, since I was running out of time. My intention is to make a clear decission in next month or so. In case I decide to not to take USC, will withdraw USC application at the time of interview. I hope this is feasible.
