I there a way to pay less tax and penalty and take money in installments?

I have around 18K in my 401K and I'll be working for 3 more weeks and in another 2 weeks we will be returning to India. One good option I read is to move the money to IRA. How much will I get if I withdraw the money or is there a better option where I pay less tax and penalty? Thanks for your help

I am planning to take a 20' container with household items in boxes and might hardly use half the container. Please let me know if anyone is willing to share the remaining half of the container with household items, around 1st week of August 2011.
