RNOR status has nothing to do with your GC or when you surrender it. It is dependent on when you land in India and how long you have spent away before moving back for good. I believe there is a good RNOR calculator on the forum you can search for.

To me, someone in India with net worth of 3.5 to 4 cr. would be equivalent of a US millionaire (65 to 70 % of direct conversion rate). In both cases, I would not include value of the primary residence.
