I have earlier asked this question under a different thread but posting it now as a separate thread. Any responses would really be appreciated.

I am on H1 and I am a US resident for tax purpose. My wife is an Indian Citizen and she in US on H4 since Mar 2011. Before 2011, she has never been to US.
Before coming to US, she worked in Germany in 2008. In Germany they had withheld her Social Security money during that time from her paycheck. Now in 2011, she was able to get a refund of that amount about 1500 Euro.
Since this money was deducted from her paycheck's during 2008 in Germany, would this Soc Sec refund be treated as Income for US tax reporting purpose for the year 2011.

I have tried to look for articles related to this but found none for non US citizen.
