Would recent events like Mumbai blasts affect R2I decisions for anyone?

With the recent Mumbai bomb blasts exposing the weak security and intelligence failure in India, would that affect anyone's decision to R2I? This question is not aimed at just Mumbaikars who plan to R2I but overall any city in India is prone to such incidents these days. No city is safe - Bangalore, Hyd, Delhi etc have been a victim in the past. Even though people boast the nation as a part of the developing BRIC nations, the law and order situation seems to be worsening day by day and citizens are not even guaranteed basic human rights. Would this impact your R2I decision or is it just another nuisance factor like pollution, water problem etc.?

These kind of questions, whether terrorism in India will deter R2I or not has been raised in past by many members.
Come to think of it from R2I perspective and from those who R2I'ed , I don't think it does matter.
People who want to go back will take the decision any ways, and those who don't will not attempt for various other reasons. Singling out one reason like terrorism for a major decision in life is not a reality.
