URGENT: Lost PIO Card on the way to india

My Daughter (11 Months old) & Wife were travelling to india via Qatar airlines on 16th April & Lost the PIO card for the baby
on the way somewhere. So, they had quite a trouble getting into to INdia. However, airport authorities gave my daughter a TLP (temp permit) for 14 days and let her in.

Now, due to the unavoidable circumstances, my daughter can not be back in 14 days (needs to be there in India atleast for another 9 days). So, I am trying to apply for a duplicate PIO card here in US (I am in USA). Also, as an alternative - we are trying to conact the police commisioner for extension (we were told, they would be able to give a 10 day extension easily).

Please advise me on - 1) Do the police commisioner have authority to extend people on temp visa(TLP) like this? What would be the worst case scenario - say, we could not get the PIO in 14 days and Police commisioner is not able to extend her stay, would it create an issue while coming back? (for a 11 month old baby, who is a US citizen)?

PLEASE ADVISE what you think. Any suggestion helps!

I would suggest going to FRRO office in your region to get an extension.

Contact FRRO Office. They can help.
Otherwise, in the past I have heard people paying a penalty of $80 (new visa) plus $30 fine. But it would cause delays at the airport. A rude immigration officer can even land someone up in jail (which won't be the case for your little one).
Most foreigners who overstays Indian Visitor's visa gets out of the country through Nepal. The easiest route out.
