FRRO registration for minors

My USC children moved to India in June 2009; they do not have an OCI/PIO. I checked with the FRRO in Chennai on applying for their OCI and also if it was mandatory to register with FRRO. I was advised by the FRRO to get a NOC from the local police and then apply for OCI.
I got the NOC from the local police which states that my children can stay till May 2012. I showed this to the FRRO officials; they have verbally confirmed that this okay and that I can apply for the OCI for my children anytime before 2012.
With all the conflicting and contradictory views expressed in this forum it is confusing; besides it seems like the rules change with each FRRO.
I would appreciate if anyone who is in a similar situation can share their experience and what steps have they taken.
