Marrying a Foreigner & registration

One of my friend's daughter is getting married next month.
They all are Indian citizens, daughter is studying in Australia in student visa.
She is getting married to a Fiji Citizen of Indian race, living in Australia. The marriage will be held in India.
1) What paper work is required for registration of such marriage in India ? What documents bride groom should produce at the time of registration ?
2) What is the procedure for registration in Bangalore ? How long does it take to get the certificate ? Any contacts that can help to get this certificate quicker ?
3) Is this marriage need to be registered in Australia again ?

As I said, she is Indian. They have not decided yet where to settle down, in Australia or India ( it may depend on the 4th test results.. ;) )
If she has to register the marriage in another country, say Australia, what kind of proof need to be given. I thought Indian marriage cert is must. They are residents of Australia but not citizens.

http://www.vfs-au-in.com/howtoapply.aspx However, the thing to be RESEARCHED here ,which would save them a lot of hassle is as a student you can get registered within Australia(like the UK, which is copying almost all aussie immi rules)to an aussie resident or citizen and you don't have to leave the country to get a fiancee visa(valid for 9 mnths if marrying in aussie) and a spouse visa(for entry after marriage).

This booklet(pdf) answers all the questions on marriage visa,however i have gone through it briefly but counldn't find anything with students visa to marriage visa granted locally, the advantage of this happening is she doesn't have to wait outside Australia and carry on with her studies, but if they are getting married in Bnagalore or anywhere in India, they might as well come prepared with all the documents listed, further her application should be placed on special grounds as she would intend to continue her studies and any delay would cause her hindrance, otherwise the wait can be upto 6 months. A marriage in India would be recognized as a valid marriage in Australia.
The marriage should be registered in India. It is possible that the Fiji Citizen may be asked to produce No Objection certificate.
