[/quote] Reminds me of a funny incident few years back when one of my friends moved from Bangalore to Chennai. He had a vehicle which he moved from Bangalore to Chennai and had to pay the RTO in Bangalore Rs 500 "extra" to get an NOC. After moving his vehicle, he started driving in Chennai with Karnataka registration and one day we were both going to Shankar's "Indian" movie (which is also incidentally about corruption). We were stopped by a traffic policeman near Gemini flyover as he saw the KA registration and he asked for the NOC. My friend only had a xerox copy of the NOC. The policeman did not accept that and he had to pay Rs-60. We then went straight to the Indian movie and surprisingly there was a very similar scene in the movie where the hero who is a Chennai RTO officer demands bribe from a motorist for changing the registration from KA to TN.
I think all RTO offices must be completely run down and CCTVs installed in every corner monitored by public. These are the single most corrupt departments within state governments today. BDAs and CMDAs are next in corruption ranking. Like Kamal rightly says in the movie Indian "In other countries one has to bribe officials to deviate from rules and regulations, only in India one has to bribe officials to follow rules and regulations".
