New driving license if you move to a different state in India?

Is this true? I have read on this forum that one needs to apply for another driving license if one moves between states in India. However, the Indian licenses state "drive throughout India". I have often seen people bring an out of state car and keep the same number plates in India. I don't believe India follows the US rule of having to get another license as all states are in the same country after all. Can anyone post any specific rule on this?

Yes, you are required to transfer your car registry after a specified period. You can get away with it due to lack of vigilance.

D/L will not be renewed unless you get a NOC from your previous state.
