Does Hyderabad have the worst traffic discipline among Indian cities?

I've lived in Mumbai and Bangalore before, and just moved to Hyd. I think the traffic discipline is just missing here ... people driving on the wrong side, changing lanes without indicator or even without glancing in the rear view mirror, and jumping red lights all the time -- and all this right in front of impotent traffic policemen, who don't enforce any rules.
Part of the problem is the zillions of cabbies in/around hi-tech city who drive really rash. But the sad part is that I see educated-looking people also driving like bozos, without any courtesy for others on the road.
That is easily what I miss the most about USA -- the traffic discipline and courtesy among drivers. Very frustrating to drive in India.
