Advantage of using DTAA forms to reduce TDS on NRO accounts and FDs?

I have been asked by bank (corporation bank) for my NRO account to provide the “Tax Residency Certificate” (TRC) and to get Form-10F certified to avail the benefits under DTAA. Now i live in U.A.E and does anybody know from whom i should get certified the Form 10F. Please throw a light.
