Propert sale and money transfer

I have few questions for which I need some guidance.

I am in US and recently became an US citizen. My wife is in India. We own a house in Noida which is on my wife's name. We are trying to sell that house and bring the money to USA along with my wife. The circle rate of the house is 70 lakhs but we are planning to sell the house in 65 laks as the market rate is down.

1) What price should the sale deed show? 65L? I think the registration amount will be based on 70L.
2) How should we get the money from the buyer and into USA? Regular account in bank and then convert that account to NRE?
3) Taxes? Do I pay tax in India on this? As of now we don't pay any tax in India and file joint taxes in USA. USA tax implications?

It would be great if anyone can provide some information.
