FACTA provision in HIRE ACT

Can't make much sense of it, even after reading it twice! Any experts can translate it to plain English? :-)
Some specific questions:
Does 1 apply to any payments made from US to any foreign entity via a foreign financial institution ( payments for business or service) or only to US entities holding an account in foreign financial institutions?
Does 2 apply only to corporate bearer bonds, or say to an individual foreign investor making a loan in US?
