R2I'ed USC: File tax in US, claim credit in India OR vice versa?

Where should I file first, US or India?
I'm an R2I'ed USC (in 2nd year if RNOR). My income is mainly through my software sales through a US based reseller. Is this considered US source income, or is it India income, as I've been resident in India all through the year...
Does that determine where taxes need to be filed?
I heard it is hard to claim credit for taxes paid to USA, and not the other way round... is it true?
