Postal filing from India

Hello,
I would like to know:
1) Which is the most secure way to file your returns to the US from India. I mean which mail provider should I use? India Post? With what option (in terms of tracking, insurance, etc). AFAIK, IRS allowed only US post in the US. Fedex, etc were not allowed. Will those be allowed if you file from abroad?
2) What is the last day for our return to reach IRS? In the US, if the return was stamped as accepted by the post office on April 15, that was OK. How about in India? Can I also mail it right on April 15? (Of course I do not intend to wait until the last moment, but is there some cutoff as to when the filing must reach IRS?)
