Are you trying to apply from NSDL website?
https://tin.tin.nsdl.com/pan/newpan.htmlThe instructions clearly say that Credit Card is accepted. "
Payment can be made through Demand Draft, Cheque or Credit card / Debit card or Net Banking. Cheque (payable at par)/Demand Draft should be in favour of 'NSDL-PAN' payable at Mumbai".
You can send an email to their support and they're normally very prompt in responding back.

It says if the communication address is outside India, you can only use Demand Draft.
"If communication Address is outside India (a). The fee for processing PAN application is Rs.744.00[ (Application fee Rs.85.00 + Dispatch Charges Rs. 590.00) + 10.3% service tax]. (b). Payment can be made only by way of Demand Draft payable at Mumbai "

I received my PAN card abt two weeks back. You will have to ask someone in India for DD. After they have obtained the DD, enter the DD number and other details on the online form, print it out and mail to your contact in India along with other proofs. Ask them to send the documents along with the DD to address specified in the online form.
