Wasn't VAT put in place to abolish Individual income tax?

VAT is supposed to replace the sales tax. Theoretically, it should also replace service tax.

from what i understand, VAT goes to the state, while "p chidambaram service tax" goes to centre. no?

The idea is to equalise taxation and avoid double taxation as well as tax evasion.
Sales Tax on goods and Service Tax on services.
There used to be earlier Central Sales Tax.
Profession Tax is in List II to be levied by states.
