Realtors try to play down short sales. As these take a longer time to close. Especially if the current owner/resident has more than one loan, and the process in the bank could take long. Buying a foreclosed home - fully owned by a well known bank is straight forward and quick. Some realtors specialize in just foreclosures and short sales.
