US citizen applying for PAN card - can it be delivered at an address in India?

I am going to be applying for PAN card - I'm a US citizen currently living in USA. I have OCI card. I am sort of in a rush, and I was thinking it would save time if I could have it delivered at one of my friends' place in India. I do not want to go through the representative assessee thing, because I heard that the representative assessee gets questioned if tax is pending. Therefore, without further complicating the matter, I just want the card to be delivered at my friend's address, while everything else (like my residential address etc.) stays the same.
Also, I do not think I have enough time left to mail bank statements and passport copies to indian consulate and have them attest it. What do I do about that?
I could use third-party service like nriinvestindia, but I heard they can take around a month!
Can someone please suggest the quickest way to get PAN in this scenario?
