Wanted to know which IT companies are offering an Expat opportunities in india. I heard Deloitte is encouraging the same, are there more companies if so please let me know names

Haven't heard Deloitte offering anything like that. Where did you hear this? You can apply for a transfer to become an employee of their Indian firm (on Indian payroll off course), but that is also not a straightforward process.
