I wonder if the situation has improved in CKGS since late 2014?
The people hired in their customer service department seem highly underqualified for their jobs, as they don't even understand what words such as "naturalization" mean. They often respond with incorrect information when asked simple, directed questions via email.
This may be one of those shady deals in which a contract was signed with an incapable vendor.
