Car rental and insurance in the US

For people who visit the visit the US after R2I (assuming they have a valid US drivers license), what options do they have in terms on car rentals and car insurance?

If you have an American Express credit card you can use the $25 flat rate car rental insurance coverage that they provide. It covers you for the entire rental period for $25 as long as you charge the entire rental on your registered card. https://www295.americanexpress.com/premium/car-rental-insurance-coverage/home.do

I believe some platinum Mastercard also provide similar coverage.

Thanks. I have signed up for the AmEx plan but that does not cover liability.
