For people who visit the visit the US after R2I (assuming they have a valid US drivers license), what options do they have in terms on car rentals and car insurance?

If you have an American Express credit card you can use the $25 flat rate car rental insurance coverage that they provide. I believe some platinum Mastercard also provide similar coverage.
