Is this the whole selling point of this law..

The state will run a high risk pool to cover the ones with pre-existing condition. You cannot be charged a higher rate due to any medical condition. Note, don't expect cheap coverage like $100 per month for the family. You may be able to afford a high deductible plan with some 5k deductible.

That's one part of the law. You cannot deny / charge higher premium for those with pre-existing conditions. Btw, California has a high-risk pool stop gap insurance that runs till end of 2013. Insurance rates for 65+ are ~$500 per month.
