Place to settle down in US

If you have the choice to choose a place to settle down in US
In regards to the following metrics in that order
a. Warmer tolerable weather year round
b. Cost of living/cost of home or rentals
c. Sr level career opportunities (IT/Corporate/R&D)
d. Affordable quality education for kids through public schools
e. Tolerable traffic during peak hours/availability of public transportation
f. Scenic beauty/easy access to recreation
g. Social life for an Indian family
h. Peaceful / reasonably less crime rate
how would you rank the following places as choice to settle down
1.Atlanta
2.Carolinas (Raleigh/Durham/Charlotte/Cary/Charleston
3. DC Area (DC/MD/VA)
4.Jacksonville
5.Tampa
6.Dallas
7. Houston
8. Austin / San Antonio
9. Phoenix
10.Southern California (Los Angeles/San Diego/Orange County)
11 SFO Bay Area
12 Rest of California (Sacramento/Santa Barbabra/Fresno)
13. Seattle
14 Other place of your choice
or at least mention your Top 3 rankings in that order

CNBC has recently published the rankings of the states based on many factors including quality of life, cost of living etc.. Check this out.

The rankings mentioned in the link is in regards to the states to do business rather than places for a family to settle down but anyways nice to know that
Virginia
Texas
North Carolina and
Georgia
top the rankings
while
Florida and California are ranked 18th and 32nd respectively...

Most of the rankings by US media is useless for typical Desi family. For many of us access to rasam, Indian groceries and Bollywood DVD rental is more important than museum, theater or golf course.

Bollywood DVD is not important these days as dish network is all one needs which you can have anywhere in the USA.

Easy access to Indian Groceries and Indian Restaurants are also available in most of the cities in USA...

OP has an orderly sequence of going about researching the information: About components of happiness in a marriage, about Job Offers, Investments, and now, a place to settle. Not easy for ordinary persons to achieve such level of order; most go about lah-di-dah, and continue on a problem-solving vein for the rest of their lives.
It is not clear whether the Place-to-settle-down would come before marriage or after. The parent might want a senior-friendly place too.

My recommendation is DC area suburbs.
The Good
Safe.
Good educational schools and institute.
Three international airports.
Good weather (you get snow AND 90 degree days).
Access to south and North of Eastern seaboard.
Truly metropolitan population.
The best infrastructure among major cities (being capital has it's advantages).
The Bad
House prices may be a shock.
Driving is akin to road warrior game.
The ugly
Have not seen yet.

Santa Barbara my dream city.
North of LA - easy access to Channel islands, very beautiful
Great schools, and a good univ.
Decent size indian communities working in biotech - Camarillo, Thousand Oaks areas of north LA
Huge well seasoned indian community in LA, giant Malibu temple etc. (if that matters)
Much less traffic compared to LA
Great coastal calif. weather
Very peaceful, affluent, low crime rate,
Higher home prices - ok if one is willing to downgrade to smaller houses.
