Help Filling Line 10 of Revised (2014) Form W-8 BEN

Vanguard informed me to fill this form in order to avoid the 30% withholding tax on the balance ($1800) in my Rollover IRA account. Can someone please guide me on how to fill Line 10 of the form (revised in 2014) which is asking for the following information:
?The beneficial owner is claiming the provisions of Article____?_____? of the treaty identified on line 9 above to claim a ___?___% rate of withholding on (specify type of income):
Explain the reasons the beneficial owner meets the terms of the treaty article:?
The old (2007) thread is not clear on what needs to be written. I could not find this information in the treaty document.
If someone has filled this form after it was revised by the IRS in 2014, kindly answer my question. Thank you.
