Investment options for Education or general - USC planning to R2I

Hi,
We have two kids USC and both me and wife have become USC and are planning to R2I next year.My kids are 8 and 6 want to know what are the best investment options if kids want to come back and study in USA.
Can someone please throw if these are best options
1. Investing in FCNR deposits
2. Roth IRA accounts
3. 529 accounts( Can we invest in 529 in one state and use it in other state colleges, can this money be used for colleges in India)
4. Invest in Edu policies India
I am assuming can split it around 25% each..
Please advise guru's if this good strategy or are there any better options.
