I do alot of my shopping in Bangalore and get huge discounts if i offer not to take a receipt, this way they don't charge you the VAT, and if you offer to pay by cash, rather than card, the discounts get bigger, a good old haggle works magic, further i always build a relationship,by not getting a big discount on my first visit and not spending alot either . Making several visits to the same shop and eventully getting bigger discounts as a valued customer:emwink: .
But, if you're buying white goods(washing machine,tv fridge etc etc)a receipt is a must for warranties and guarantees. These good are so competitive if you buy 3-4 daily newspapers for a week you will realise they offer sensational deals on package goods and the prices are extremely tight.

OP,
In B'lore, I have experienced that you get better discounts if you stay away from the "popular" shopping areas -- MG Road, Brigade Rd, Commercial St. and other such hotspots. Check out the stores like Girias (right next to Kaveri Theater), Vivek's etc in Sadashivnagar, Malleshwaram, Rajajinagar etc.
For me these locations (older B'lore) are convenient as I live in north B'lore. If you live in south B'lore, check out eZone stores -- I have heard good things about that chain.
