Take it easy. You will be surprised what a Govt can do when they decide to do it. I am more dejected because very soon, the buildings will shine and while theer will be some mishaps, the show will be brought to an end and there will be plenty of bragging around. The episode will end with no lessons learnt.
Our high ranking Govt officers are like little kids. Give them some candy and they will forget what they were supposed to do. While this thing became high-profile, this is pretty usual. 90% of ventures run by these incompetent fools in the guise of managers run aground....nobody even notices it.
Look at general state of affairs in our country. Widespread poverty, super high corruption, roads that don't last a monsoon, electricity thats unreliable, Lack of water supply beyond major metros (thanks British for that).
Folks who have been entrusted with India have made huge mockery of it...just for their stupid crores. But tell you what, meet any of the clown who was responsible for this mess and he will quote you complex stanzas from our Upanishands and explain you Gita.
