Please help me with Tax implications:

I am US citizen moved to India last year. My company offered transfer to singapore but based out of India. I may have to travel as per needed to singapore. But I will be paid in SGD. As a US citizen, I will be filing US taxes. I will pay singapore taxes as singapore employee. Do I have to pay any taxes to GOI ? I will have no income from India only expenses will be in India.

As per Indian tax laws, if you are resident of India, you are subjected to Global taxation.
Since this is employment income, you are subjected to Indian taxes even during your RNOR period.
You may claim foreign earned income exclusion in US tax return. For what ever the taxes you paid in India, you can claim tax credits in Singapore. But this depends on DTAA between Singapore and India, if any. Your situation is bit complicated involving three countries tax laws. You must seek an expert opinion on how to handle your tax situation.
