There is an advice for all who go out for work out of india on behalf of company and any plan to return back to india then make sure any child born in those country , you must register their birth to indian consulate within specified time so that that child would be consider as indian citizen.
If you choose not to register and return back to india with foreign born then education cost you will need to pay will be higher like
in engineering it will be approx 8000- 10000 US $ per annum. Also so many restriction .. only few college have permission to few branch.
most people understand OCI as dual citizen which is not true. PIO and OCI are merged just for sack of removing hurdles of all indian origin foreign citizen to report to FRRO every time they stay beyond in india for more than 6 month. It is good move . but when they say parity with NRI in education... its all bogus...
Govt offered lot of benefit to PIO/OCI for travelling but for education they are asking hugh fees. so many restriction .. permission from university...
Even people like me who went to company work in 2000 and return back to india in 2003 came with us born child (born in 2001 ) .. actually we never applied for US citizenship but now today our child is ready for college but everywhere its 5 times fee than regular because she is Foreign national and PIO/OCI holder.
We cant surrendor her US citizenship till 18 . US consulate don't allow till they are 18 year old.....
Its all mess. So guys please if you go be citizen of that country and live there but dont do mistake of having child when you are on short visit out of india.

Thanks for sharing your experience. Even though your child studies in India all through schooling, do you still have to pay 5 times? Isn't there domicile criteria to qualify for general fees.

I know this is a sticky topic for many folks. Unfortunately, everyone has to follow the law of the land. I do realize that sometimes it seems unfair as the parents may be Indian citizens and the kid is foreign born and hence becomes a foreign national and has had entire education in India or the entire family is holding nationality/citizenship of another country but R2I'd and kids went to education in India (either in part or in full) and get treated differently when they are ready to go to college due to their passport. GOI is making attempts to ease this pain by offering same (or should I say similar) benefits in education for OCIs. In addition, there are certain states that actually have some quota/reservation system based on parents domicile. I know for sure, Karnataka has that benefit extended to children of folks who studied 7 years in Karnataka. There may be other states too having this flexibility.
Overall, it is a catch 22 situation for many folks - as there are advantages of having a foreign passport (ease of travel etc) and comes with its own set of cons as well.
Looks like you have found an path to not have to pay the enormous fees for your kid. Good Luck.

Thats true but I guess those who go out of india for work duration 1-3 year only and have definate plan to return back make sure they give birth in india. or ask indian consulate more about birth in USA and registering that birth at indian consulate and if u can get passport. otherwise indian is only option for birth .......

Typically, you are not entitled to pay extra & most of the times it is because the educational institutions are not well informed about the PIO-OCI rules.
I'm not quite sure about PIO rules but if your child has an OCI, then you are considered at par with Indian residents. They should not charge you extra. This has been clarified on the PIO-OCI link FAQs - https://mea.gov.in/Portal/CountryQuickLink/703_PIO-OCI.pdf
It says:
They have alsobeen granted all rights in the economic, financial and education fields in parity withNRIs except, the right to acquisition of agricultural or plantation properties.

Another related point for USC kids living in India, although is not related to the the purpose of this thread (education) but about the kid's life. If kid doesn't settles down in US, he's on the hook for his entire life for paying taxes to IRS on his earning, investments, etc under FBAR and FATCA. Take USC for kid only if u plan (or u have plans for ur kid) to settle down in USA. Else get an Indian citizenship within 6 months of his being born in USA (as the thread originator stated). Else you will be basically creating a financing nightmare for ur kid.

This should not be an issue. Once the kid is a major and has had a oci for 5 years he can always take up indian citizenship whenever he wants. So more than the parents it will be left to the kid to make his own decision.
The main problem is undergrad where the kid is still minor and cannot give up usc.
Like someone already mentioned Karnataka allows domicile based on parents I.e. Either the kid has studied 7 years in Karnataka or the parents have studied 10.

They are very well inform atleast in maharashtra. It's clearly says in many institute and gov circular like in four year degree its 5 times approx 9000 US dollar ( go to college of engineering of pune university website , for diploma

Can you pls confirm - is it mandatory for you to apply under NRI/ OCI quota? Why can't you apply for your child's admission into Engineering under General quota with normal fee?
