The number 17 million does sound quite high for a single year, but the Asian Development Bank report according to TOI article states 17 million outward immigrants. Maybe 17 million maybe the total number of Indians outside India in 2017.

I really don?t know what to make of it!
Seems like a confused author like the typical R2I dilemma I had!

One thing is true, being a minority religion or a lower caste brings in additional burdens of living in India!

It is a huge burden....like being on H1B in your own country.
Shouldn't be taken lightly.

All these endless articles are no use..

People take R2I or R2A based on any or sum of these factors (personal situation, family reasons , economics , emotions, satisfaction levels , looking for change...)

Even birds , many animals migrate for food , escape of winter or draughts and other reasons ..

So what's the big deal just migrate and survive somewhere in this planet !

I wish 17M do emigrate out of India every year.

That may reduce the intellectual level but would be a big respite.

We have Sava sou karod desh wasis reproducing at 2.5% per year. 17M is still lower than that reproduction rate.
