How to get passport for parents India immediately?

Dont know if I am posting this in the correct forum or not (Moderators, please move if required).

I googled a bit as to how to get Indian passport for my parents at the earliest. Father has a rotation job and currently works (and stays) near Hubli (Karnataka).

I am planning to get them to USA by 1st week of Jun 2011 and I believe visa process takes atleast 2-3 weeks and this means they should get passport in hand by May 2nd/3rd week atleast.

I read about tatkal and others but not sure what is the best channel to get them passport at the earliest. Thought of going through agents but don't know any reliable sources.

Can anyone suggest me on the above including any members in India/Karnataka on the above?
