Its a chicken and egg puzzle nobody has been able to solve yet. Due to circumstances the parents are illiterate, ignorant and economically poor. And then they have kids who are brought up with bad examples around them. At age of 10 these kids learn to be tough and to hustle.
How can we ever break this perpetual cycle?
In USA to my knowledge most public schools have enough resources that if kids from bad neighborhood were to pay attention to education, like normal kids from good homes, they can complete high school and then they can try for college and it maybe end of poverty as we know it.
Same rules applies to all over the world, parents who dont have a clue about parenting and the responsibility of raising a child create future failed citizens.

People who can least afford to raise children properly are having the most number of kids making the problem worse in developing and underdeveloped countries. While this is improving in India and most of new parents stop with 1 or 2 kids, proper education for masses is the solution but will take some more decades.

I am thinking maybe more pro-active child care services are needed. But it is still a impossible problem to solve unless ignorant parents are forced by society to adopt some kind of min standard for child care.

If the economy is developed or growing people will be busy working and making money. When women are educated and financially independent population growth declines. This was the result of a research done by UN few years back. When there is no/less economic activity people get bored and start making children.
Country like Japan has negative pop growth because women are busy working and do not want to have kids. Blame it on Cong and Indira Gandhi who in 60s took India into socialist economic model and stunted the growth which resulted in population boom. It also led to exodus of educated Indians to USA and Europe looking for better opportunities.

I am not talking solely about population growth. I am talking about uneducated/poor people creating children who remain in the bottom of the society and are the cause for most of the crimes.
Take USA as an example, we had a huge economic boom in late 90s but the minorities and some rural populations still remained ignorant and poor and till day its a problem with no solution since once a kid is raised in bad environment you kind of lose him forever....his odds of becoming a good citizen is very low.....he has seen nothing but lies/violence/crime during his childhood and he becomes incapable of a better life. Not to mention most of these kids dont even complete high school and they end up with a criminal record tainting them for life.
These kids then grow up and has children....and the cycle continues forever.

Our property taxes is a key component for school funding. So a prosperous neighborhood will have higher real estate prices leading to more $ for schools. You will find better teachers there. (And desis flock to those school districts hiking the price even higher) . And that's a vicious cycle.
One of the SC judge with Scalia type tendencies blocked a ruling whereby all schools would have got similar findings.
Plus most of the upper middle class kids get early school advantage with preschool and montessories and they get a huge head start compared to lower economic ones.
Plus more kids in lower economic families with poor access to planned parenthood sets you back!

The graph shows % children under the age 6 in poor families....defined as a disposable household income of less than 50% of a country's median (size-adjusted) household disposable income (about $29,000 for a family of three), nearly one-quarter of US children under the age of 6 are classified as poor.
Poor people live in poor neighborhoods, with lower property tax base, and ill-equipped schools to deal with the problem. And besides, poor parents have a lot of stress in having to deal with life... and their attention to children's welfare get compromised.

techynt;624481I am researching about the selfish nature of humans. And it occurred to me that most cops I have encountered in USA seem to be not interested in any benefit other than doing their job.
Where as in India, most of them are looking to make an extra buck.
USA cops, average salary is around $52k, its not much but better than average salaries on the whole. But how come they dont think about asking for a bribe instead of handing that traffic ticket?
Is it:
1. Fear of getting caught since in a clean systems most citizens maybe motivated to report any corruption
2. They take pride in their profession and are happy to just take care of society and with two income they can make around $100k which is sufficient to even maintain a premium car since they dont have to worry too much about retirement savings, being in govt services can help you retire after 25-30 years of active service.
any other reasons please list?

Well this seems a bit easy.....we just need a legislation to spread the tax dollars for schooling to all schools equally :)
But I am still not convinced that just a good school can fix bad parents and bad neighborhood problems?
Maybe it will need more money in the sense of higher minimum wage also (maybe higher govt subsidy is better so that private enterprise does not have to look for cutting costs by employing less people).
better education system, better childcare services, better income for parents......maybe all this may lead to better humans and one day....there wont be any bad parents hence no bad humans.....oh well, dont tell me I cant even dream :)
