This is the scenario:
1. A couple planning to go to India for vacation during the 2nd week of May 07. They will be having a new born child during the 2nd week of march.
2. They will need the indian visa for the child who will be USC. For that they need the birth certificate, Social security and passport. Any other documents needed? What is the fastest way to get these above mentioned document and get the indian multiple entry visa in say one month after the baby is born?

That's it.
But I do not see you getting all of them in two months. In CA SSN takes a while and 2 months for Passport and then 1 day for visa at visa camp.
Once you get SSN, passport could be expedited.

Passport can be applied using Priority service and you will get it in a week or so.

There is a delay even in expidited passport service as there has been a flurry of new applicants ever since the law was passed that you need a passport to go anywhere out of the country even to Canada, Mexico and Carribbean.

Step 1 - Let the 3 weeks go after the Delivery and settle down period for baby. which will put the beginning of 2nd week of April
Step 2 - It will take between 1-2 weks time from delivery time to transfer information from Hospital to local county office for the Birth Records / Birth Certificate. So try geting a Birth Certificate in 1st week of April.
Step 3 - ** SSN is NOT required / mandatory for Passport. you can put 000-00-0000 in the field ( given in passport form itself ). **
Step 4 - You will have to take "baby out for passport size photo" to Walgreen or other shops. Hence the reason wait till 3 weeks as any how the Birth Record may take upto 2 weeks to obtain which is rerquired for passport application.
Step 5 - in second week of April apply for "Expedite mode Passport + both way overnight USPS Service" which will give you passport in hand betwen 1-2 weeks. Consider at worst 2 weeks.
It cost $60 for expedite process + $30 for both way over-nite express delivery.

( if you have tickets in hand and travellign within 14 days - you can even go to regional passport service center and get passport in 3 days - but keep that as fallback option )

Step 7 - Go to Indian consulate and get PIO ( if it;s available within 1 day / 1 week timeframe ) or simply get 5 multi-year visa. So by end of 1st week of May the Passport + Indian Visa is ready. ( The caviar is you may have to personally go to Indian consulate or call them and "impress them with your emergency" )

My suggestion is to check with baby's Pediatric doctor on the when it is safe for the baby to travel for such a extended air travel.

we brought our 2.5 month old to hyd from aus, it wasnt bad, she slept like a baby ;) throughout, also, v got her passport within 4 weeks, then in houston a friend at the consulate got her a PIO card in one day. that was nice i thot.

I personally think that you are rushing to take your baby India at such a small age. Not to mention, babies will have very low reserves at such a small age. If your trip can wait, it is better to wait atleast 6 months before taking the baby to India. Meanwhile you can get her passport, SSN and OCI without rushing anything and it saves a lot as you ultimately want to get an OCI for your baby. I am sure any pediatrician wouldn't recommend to take the infant baby before the baby is atleast 1 year old. If your trip can not wait that long, then you should really think if it is really worth taking the trip risking the your baby's health, not to mention about all the viruses that will be flying in air during this rainy season. I took my baby to india when she is around 8 months old and I still regret it.
