Hi,
If a USC kid raised in India returns to USA for college education, can he/she qualify for in-state tution fees at all?
I know that for tax purposes, USCs are considered residents of D.C. I wonder how the schools sructure the fees for USCs abroad.
Anyone with first-hand experience?

The kid has to live for one year in the state to qualify for in-state fee. Basically need to prove domicility. This is not from a confirmed source - check with your state as rules vary by state.

old spice is correct, one has to have residence in the state for an year (usually confirmed by drivers license).
I had American friends who had this same issue and they paid out-state for 1st year of that college.

I thought most states need people to be at least 18 before they have a drivers license?

Can someone confirm that for subsequent years ( after 1st year), the kid can get in-state tuition fees ? I am wondering if the kid can take lesser no. of credits in the 1st year and increase it later on ?
Also Is this true( the in-state kicks in after 1st year) for even if parents are Indian citizen & residing in India ?

I know about the private colleges( there is no concept of in-state tuition fees), I am considering only state-aided colleges.

For state public colleges,if a kid is dependent on parents for the fees (tuition and dorm), parents need to be residents of that state for one year to get in-state status.
If kid is declared financially independent, through work-study and other sources of income other than parent's income, then after one year, kid can be declared in-state resident but for the kid to be declared in-state resident without parents being resident, school requires no visits to parents during school breaks and continuous source of supplement income like work-study program and after-school work.
Proofs of residence are rent receipts, state tax returns, ATM withdrawal slips at regular intervals, DMV issued driver's license etc.

How can the school enforce the rule of not visiting parents? Besides it is a silly rule. Just because I visit my parents, does not mean that I am dependent on them. May be better rule would be to make sure that the source of funds for the tuition is NOT from the parent.

I don't know how they can enforce it but they state it as one of the requirement. My eldest got seat in both elite private school in east coast and elite public school at westcoast and he wanted to go to the one at west and we weren't residents. So calculating out of state resident and private school fees, we were wondering whether he will get in-state resident status after a year and the school counselor strongly objected entertaining such idea. Fate would have that he ended up going to the school at east coast and we moved to west due to personal reasons (career/health). So we were destined to be separated plus pay higher fees :-(. But schools normally do not entertain checking the source of income as the sole indicator and why it is hard for the school I don't know as they seem to know how much assets parents have very easily!
