Hi Sorry for replying a bit late. I wanted to give you authentic information as when you posted the Qs, I was still figuring out the solution myself. So here it goes, hopefully it might be of help still J

There are basically 2 options to get the DL: Option 1 is to go to RTO (Road Travel Office) yourself and the other one is the more sought one - to go through dalals and pay them outrageous money.

To my own surprise I chose option # 1 and walked into RTO Attapur myself. What happened there is long but an encouraging story, with the best part being that allthough I had to repeatedly explain my situation and almost argue with the officers, I did get the DL on my second trip to RTO (I did not get it on the first trip because I did not have complete information and thus documentation myself). Anyways Big achievement indeed.

Here goes the details what you might be interested in:

To get the DL you will need following (Copy + Original to show):
1. Address Proof: Rental agreement or if you have house then property papers.
2. Another document like Electricity Bill or Phone bill with the same address and with the same name as the flat owner above
3. DOB proof (10th class mark sheet).
4. Valid Passport copy - ID proof

If you have above then you will be able to get the Learners License which is valid for 6 months.
Huh! so does that mean you gotta appear for the driving test and all that crap. Who is gonna deal with all that ?. Lets just pay Rs 2500 and let the dalal handle everything. Well not really actually you are paying them for doing nothing, they too will get a learner license and you will have to come physically for photo session. After 1 month you will get permanent license without appearing for the driving test though (So you still made 2 trips during office hours). Guys if you ask me?.. Its really not worth it..

More over I have extremely good news especially for folks coming from abroad?..RTO gives DL for driving LMV (Cars and SUV) if you possess a valid license abroad.

Just take the document 1-4 above and in addition take a copy of your US DL (It needs to be valid).
Take a letter from your employer to attest your address (If you have 1 and 2 in your name then you don?t need this).

Also take your employment ID card if possible.

Write a letter to Licensing Authority, RTO stating that you have US DL and want Indian DL on its behalf etc etc.

Just walk in to RTO Take form 4 by paying Re 1 to the guy sitting outside.

Go to RTOs cabin after filling the form and with all the documents (Remember to reach RTO between 10 AM to 12:30 PM). If he is in good mood he will approve the application else go to DTC officer and seek help. This will work out don?t loose heart and come with proper documentation. Once he approves go to one of the counter (Counter 3 in my case) and then pay Rs 340 fee. And the best part you will get the DL on the same day (Can the dalal do that??), believe me same day. I got it and so can anybody else. No need of dalals no need to bribe or be a part of corruption. Just be prepared and don?t be scared to talk to officers.

Good Luck!

Cheers,
DKS

PS This is my experience of Hyderabad not sure about other cities though.

DKS,

Great post. Thanks for you time.

My spouse and I moved to Hyderabad temporarily. I mean no job yet in Hyd. Rental agreement and other items are in my spouse name.

Do you know if I have to take marrige certificate or last page of the passport is enough to show that we are married?

By the way I am USC. Any different for foreign nationals....

Thanks

Hi AndhraBabu,

If the rental agreement is in your wife's name then I think your passport which carry's your wife's name should suffice. If you have marriage certificate its even better. Also I would suggest or rather the easy way out will be to ammend (or get a new one) the rental agreement to also include your name it wont take lot of efforts and can be very beneficial on several fronts like opening bank account, Ration card, PAN # etc. Also if your wife is not working then you will be able to get tax deduction only if your name is on the rental agreement. It will be difficult to get tax benefits without the name.

Good Luck,

DKS - thanks for the information you posted here. It was indeed very helpful for me.

Couple of minor nuances that I faced:
- RTO came late that day, or may be that is the right time for him. He landed at 10:50 a.m. The DTC officer was even more delayed and was not expected till 11:30 or 12!
- He looked at my Connecticut license, and said he is not able to figure out any endorsement or specification that this is a LMV license. So he asked me to get a notarized affidavit made stating that the foreign license is a LMV license and that I am responsible for any problems created by granting me a license! When I wondered where I could get such an affidavit made, he said "just go outside and you will find a shop in the complex!". Indeed there is a guy who sits right outside who has readily available signed stamp papers, and for a charge of Rs. 70 created the affidavit for me! I went back to the RTO and he approved my request for a license. Then I went got a token number, waited for my turn to pay the Rs. 340 fee
- They did not grant me the license the same day. They made me pay the fee, take my picture and then give them a self addressed stamped envelope. Again one more visit to the same shop to buy a stamped envelope and address the same. The envelope costed Rs. 30.

I had reached the RTO office at 10 a.m. Got the Form 4 for Re. 1 and filled it up. Waited for the RTO to show up till around 10:50 a.m. and after that I was done with the entire process by 12 noon! Thanks to DKS's post - I had all the necessary documents in my first trip itself!

The documents I took with me were:
- Original US License
- Original Ration Card with my name and Hyderabad address
- Copies of US License, Ration Card, US Passport (for DOB proof) - copies were submitted to them with the Form 4, the affidavit I had to make, as well as a letter requesting for the Indian license.

Exactly a week after that the license was delivered to me by registered post!

regards
