What is most fuel efficency scooter or moter cycle in india ? I plan to ride moter cycle and not car for first year. Thank you.

It depends on the make of the motercycle or scooter, like Enfield Bullet gives around Avg. 25-30k/l and some Hero Honda motercycle gives 60-80 K/l. The most of the scooters give Avg. in the range of 30-50 k/l but are cheaper than the bike.

Not sure what scooter you are talking about. The most popular one with almost all the marketshare is Honda Activa and the Dio. Both are close to 50K. You can get bikes for much cheaper these days. You may call it the 4 stroke revolution. The Bajaj Platina, TVS Flame (launched last week) are 125ccs that are much cheaper than these scooters with a mileage claim of 80kmpl.
I would suggest the Apache RTR, its got 160ccs and decent gas mileage. You cannot go wrong with the Pulsar 150, 180, 200, or the Pulsar 220. Its power Vs Gas mileage. You make the call. Then there is the newly launched Hero Honda Hunk. 150cc decent bike. Also the Honda Unicorn with Monoshocks. Definitely a smooth ride.
