DId you claim? - Credit Card Refund on charges on foreign spending

Did you guys (who live in USA) get a mail (via USPS) saying that you can claim refund on the charges on your credit card for using outside US?

Did any of you claim it? Is it a spam? But MSN Money says it's a not a spam.

It's not spam, I got a form in mail but did it online. Few of my friends also did it online.

I did it online too. But has anyone got a refund yet? My wife did hers in December 07, but hasn't got any refund check yet.

Th deadline for filing is sometime in may 2008 , so the refunds will be only after that if any
