Transfer of residence certificate without OCI

Hello Everyone

I have been reviewing the posts in this forum a lot recently and it has been very helpful in our R2I planning.

We are a family of 4 USC's planning to R2I in end of Dec or mid jan. Given that the return is only about 8weeks away, I am not sure if we will get the OCI if we apply here (in Washington consulate). As an alternative we are planning to apply for OCI once we return to India. However my question is without an OCI in hand is it possible to get a TOR?
We have some stuff we are planning to take to India (some electronics and books and others). Without the TOR, are we in for a huge customs duty?

Any recent OCI experiences from Washington consulate?

We got the TR without OCI.
OCI is immateirial.
Indian passport holders are also eligible for TR.
