Confusing Reply From MHA,Delhi for OCI application of Minor

We (me and my wife) are OCI which was applied in US and we returned in 2007 .
Our daughter was born in May 2008 and we got US passport in Sept 2008 and then applied for X Visa and and now we have it extended till July 2011.

I filled the online form for OCI for her and sent all the documents with DD of 12K as per the requirements on 24th Dec 2010 to Delhi,MHA and was checking the status online.

All of sudden yesterday the whole packet was returned with a remark saying something like apply to Indian High Commission US.

I am bit confused as i was thinking people residing in India should apply to MHA,Delhi.
Also there is some mention of local FRRO have been given the power to issue OCI since 22/07/2010 but it does not tell me i should approach them.

Has anybody (outside of metros) applied for OCI recently and got it processed and could throw some light on this ?

Much better response than the cases where the application fee was taken (by someone!) and no action on the papers sent; after several months, the applicant had to redo the whole thing-- money and all -- with the same office. One can be glad that the "whole" package was returned. Perhaps the OP may approach the FRRO with the same package.

Did you do an address change for your wife and your OCI, first?
