Online booking on IRCTC

Hello,

Has anyone booked Indian Railway ticket recently using IRCTC online system and international credit cards?

I made several bookings in the past successfully using my OCBC VISA card, but today when I want to make a booking, it failed during 'Make Payment' process.

I have tried using my three different VISA and Mastercards and used different gateways, but the result is same.

I checked with my bankers here and they told me that there is nothing wrong with my card.

In my last attempt, I noticed a message in the payment page saying RBI has implemented an additional security (IPIN) for all online transaction from 1st August 2009, but how to get IPIN for my international cards? I used the same card today to make a hotel booking online without any additional security.

I don't know what I am missing here. Please advise if you know something.
