I'm planning to cancel my Singapore PR and would like to know how exactly the process begins i.e., I know that we need to report to ICA, then CPF then IRAS, etc. I need to clarify when exactly should I approach ICA, before I give notice period to my employer or after completion of notice period and then proceed to ICA, because I understand once I approach ICA for PR cancellation , they will just cancel my PR and give me social visit visa. So by right while holding SVP I cannot be working in Singapore right?

Don't know why you are canceling your PR, i am assuming it is because of R2I? if that is the case then can you not do this after you return to India and then send your PR to designated office for cancellation? I did the same for my Canadian PR after I left Canada and kept a copy for my records. Process should be pretty straightforward for Singapore as well I think.

Why do you need to cancel it? Does Singpore law require that?
For most countries, PR will cancel automatically once you are out of the country for specific period (varies from 6 months to 2 years in general).

Why do you want to give up a privilege you already got?
I don't know OP's reason to cancel it but one of the common reasons is to get out of the National Service listing. Parents whose kids are in middle school or high school usually cancel their PR and R2I or at least cancel their kids' PR and send them to India or the US for higher studies. This way the kids can avoid the mandatory 2 year national service in the armed forces. I've seen a few of my friends R2I for this reason.

Let me clarify that Singapore law does not restrict people to surrender/cancel the PR if one wishes to leave the country, in my case Iam R2I'ing only for my parents sake who are old and alone. I have been working overseas for a decade in Malaysia, Singapore and US. I have only a daughter and girl childs are not required to do NS here in Singapore.
The reason I want to surrender the PR while Iam in SG is that I can collect my monies in CPF and return without looking back or a splinter left in my mind that I still have an open option left and 'could' return if I wished to, I just want to R2I and don't want to look back ever again, because I know my mind is wavery sometimes and I just want to be firm this time. Previously I R2I from Singapore and went to US on H1B and after Obama arrived I lost my job and again R2S(ingapore) and this time I don't want to R2S after I R2I permanently.
I know we can cancel the PR while in India, however I heard the process is much smoother and faster while in Singapore because every action can be dealt in-person sort out personally if any issues.
I would like to know if anyone from Singapore did something similar, please clarify my query.

What will be your status if you cancel your PR while in Singapore? If your legal status is valid then how long can you stay post-cancellation of PR. I suggest come to India and then cancel from here.

You dont need to cancel your PR if you dont want to withdraw your CPF...we moved out of Singapore after two years of having PR...after 5 years the PR expired by itself as we didnt apply for renewal

Fill out the cpf withdrawal form and your money will be in your bank within few days.Clear your I.Tax before that.
I fully understand your situation ,when people have too many options then the mind start swinging. It happend to me also.

thanks for your advise, when you say after resigning, does that mean after completion of notice period? or just after resigning, I must goto ICA and report on PR cancellation? and come back to work serving my notice period. I know that we are not supposed to be working while on social visit visa or tourist visa.
please clarify.
