How to get Indian passport for parents immediately?

I googled a bit as to how to get Indian passport for my parents at the earliest. Father has a rotation job and currently works (and stays) near Hubli (Karnataka).

I am planning to get them to USA by 1st week of Jun 2011 and I believe visa process takes atleast 2-3 weeks and this means they should get passport in hand by May 2nd/3rd week atleast.

I read about tatkal and others but not sure what is the best channel to get passport at the earliest. Also I heard tatkal is getting delayed or taking more days than expected.
Thought of going through agents but don't know any reliable sources.

Can anyone suggest me on the above ?
