OCI Card holder (with Xth and XIIth at India) is eligiblefor Educational loans ?

I need a help
My son is a US Citizen and a OCI card holder (bearing chennai , TamilNadu Address). He is studying at India since his LKG onwards.
Completed Xth and XIIth at Chennai, TamilNadu and currently pursuing B.Tech Info. Tech at a Pvt University At Chennai.
Kid is having aadhaar card and PAN card
Parents are Indian citizen.
I applied for educational loan and the Punjab National Bank ( PNB ) is telling that OCI card holders are not eligible for educational loan.
Any Help from your side to overcome the situation.
